The enacted ordinance abolishes the Board of Inspectors of the Philadelphia County Prison and transfers its powers and duties to the Department of Prisons. It also moves responsibility for payments to the Commonwealth for prisoner care from the Department of Public Welfare to the Department of Prisons and provides for the salary of the Commissioner of Prisons; the ordinance states that it takes effect if voters approve the related Home Rule Charter amendment at the November 4, 2014 special election.

Amending Title 2 of The Philadelphia Code to provide for the powers and duties of the Department of Prisons created under Section 3-100 of the Home Rule Charter; and further amending Title 20 of The Philadelphia Code to provide for the salary of the Commissioner of Prisons, all under certain terms and conditions.
