This enacted measure placed a proposed Philadelphia Home Rule Charter amendment on the November 4, 2014 ballot for voters to approve or reject. The amendment would transfer responsibility for managing and operating the City’s jails from the Department of Public Welfare and the existing Board of Trustees of Philadelphia Prisons to a new Department of Prisons and Board of Trustees, and the measure authorized election notices and arrangements.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to The Philadelphia Home Rule Charter to transfer the functions of certain City agencies with respect to penal, reformatory and correctional institutions to a newly-created Department of Prisons and Board of Trustees of Philadelphia Prisons and add certain duties to such department; and authorizing the appropriate officers to publish notice and to make arrangements for the special election; all under certain terms and conditions.
