This enacted bill amended Philadelphia’s standards of conduct and ethics for City officers and employees. It prohibits covered personnel from accepting gifts worth more than $99 in a calendar year, or any money gifts, from people seeking official action or whose financial interests they can substantially affect, while allowing specified exceptions; it also updates definitions, approval rules, and penalties.

Amending Title 20 of The Philadelphia Code, entitled "Officers and Employees," including Chapter 20-600 ("Standards of Conduct and Ethics"), by prohibiting certain gifts, adding and modifying certain definitions, establishing penalties and making technical amendments, all under certain terms and conditions.
