The enacted bill amended Philadelphia’s rules for businesses that sell electronic smoking devices, such as e-cigarettes, and unapproved nicotine delivery products. It prohibits selling these products to anyone under 18, requires age identification and warning signs, limits how products are packaged and displayed, and sets fines and possible temporary sales or business closures for repeated violations.

Amending Chapter 9-600 of The Philadelphia Code, entitled "Service and Other Businesses," by clarifying penalties for violations of Section 9-622, entitled "Cigarettes and Tobacco Products," and by adding a new section to prohibit sales of electronic smoking devices and unapproved nicotine delivery products to minors, under certain terms and conditions.
