This enacted ordinance created a Spring Garden Neighborhood Commercial Area Overlay District covering the area bounded by Spring Garden Street, Broad Street, Callowhill Street, and 18th Street, including properties on both sides of those streets. It prohibits personal credit establishments, as well as their expansion or extension, within the district.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by creating a new Spring Garden /NCA Overlay District in the area bounded by Spring Garden Street, Broad Street, Callowhill Street, and 18th Street, and prohibiting Personal Credit Establishments within the District.
