This enacted ordinance changes Philadelphia’s Public Employees Retirement Code. It expands eligibility for Plan 10 and the defined-contribution plan to include employees represented by AFSCME and District Council 47, as well as certain nonunion civil-service employees, and changes contribution rates and related retirement provisions; changes for AFSCME and District Council 47 members apply retroactively to March 5, 2014.

Amending Title 22 of The Philadelphia Code, entitled "Public Employees Retirement Code," to expand the scope of "Plan '10" and "DC Plan" to cover additional employees, including employees represented by AFSCME, District Council 47 and certain employees not covered by a collective bargaining agreement, to change contribution rates, and to make technical amendments, all under certain terms and conditions.
