The enacted ordinance amends Philadelphia’s annual disparity study rules by requiring the Finance Director to use specified dollar-value formulas when calculating the share of city contracts awarded to Minority, Women, and Disabled Business Enterprises. The formulas use all relevant city contracts awarded to for-profit prime contractors and subcontractors, without excluding contracts covered by the calculation, and also apply to future participation goals.

Amending Chapter 17-1500 of The Philadelphia Code, entitled "Annual Disparity Study and Participation Goals," by specifying the principal formulas to be used in calculating (1) the percentage of contracts awarded to Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disabled Business Enterprises (DSBEs) (collectively known as M/W/DSBEs); and (2) participation goals for future contracts to be awarded to M/W/DSBEs; all under certain terms and conditions.
