The enacted ordinance created civil violations for possessing 30 grams or less of marijuana and for smoking that amount in a public space. It established fines of $25 for possession and $100 for public smoking, with notices issued by police or other authorized officers; for minors, parents or guardians may also receive a notice and be responsible for the fine. The ordinance took effect October 20, 2014, and directed collected revenue toward drug treatment and addiction-prevention programs.

Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," by adding a new Chapter 10-2100, entitled "Marijuana Possession," to create a civil penalty for the possession of certain items and to provide for penalties and enforcement procedures for violations of such provisions, all under certain terms and conditions.
