This enacted ordinance creates a Center City East Neighborhood Commercial Area overlay zoning district covering properties bounded by the Delaware River, Spring Garden Street, Broad Street, and Spruce Street. It prohibits personal credit establishments, including their expansion or extension, within that district.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by creating a new Center City East /NCA Overlay District in the area bounded by the Delaware River, Spring Garden Street, Broad Street and Spruce Street, and prohibiting Personal Credit Establishments within the District, all under certain terms and conditions.
