The enacted ordinance creates rules for identifying health establishments that may threaten public health through improper controlled-substance practices or related conditions. It allows city departments to pursue abatement and closure of these establishments, notify federal, state, and local authorities, and deny or revoke commercial activity licenses for businesses operating as nuisance health establishments.

Amending Title 6 of The Philadelphia Code, known as the "Health Code," by amending Section 6-103, entitled "Penalties and Cease Operations Orders," by adding a new Chapter 6-1100, entitled "Nuisance Health Establishments," and by amending Section 19-2602, entitled "Licenses," providing for identification and closure of nuisance health establishments, all under certain terms and conditions.
