This enacted ordinance expands Philadelphia’s minimum wage and benefits requirements to the City, certain for-profit and nonprofit contractors and subcontractors, public agencies, recipients of City leases or financial assistance, and related subrecipients. It sets the required hourly wage at the higher of 150% of the federal minimum wage or $12 adjusted annually for inflation, and requires covered City agreements to include compliance, reporting, employee-notice, and pass-through requirements; the revised wage standard took effect January 1, 2015.

Amending Chapter 17-1300 of The Philadelphia Code, entitled "Philadelphia 21st Century Minimum Wage and Benefits Standard," by further providing with respect to the application of the minimum wage and benefits standard to contractors, subcontractors, recipients of financial assistance, and subrecipients of financial assistance; and by revising the required Minimum Wage Standard; all under certain terms and conditions.
