The enacted measure amends Philadelphia’s rules for commercial fuel oil by setting sulfur-content limits effective July 1, 2015, and removing older standards. It applies to fuel merchants and people using commercial fuel oil in Philadelphia, while allowing an exception when the Department verifies that sulfur dioxide emissions remain within specified limits.

Amending Section 3-207 of The Philadelphia Code, entitled "Sale of Fuel Oil," by adding requirements for commercial fuel oil content and emissions to take effect at a future date, and deleting superseded standards, all under certain terms and conditions.
