This enacted ordinance amended Philadelphia’s rules for temporarily closing sidewalks and roadway lanes. It requires permits to include limits on vehicle use and closure length, requires written findings and in some cases an engineer’s analysis before sidewalks can be closed, establishes signage and safe-walkway requirements, and sets enforcement measures including stop-work orders and a $150 daily fine for missing signs.

Amending Section 11-612 of The Philadelphia Code, entitled "Sidewalk and Roadway Lane Closures," by amending the penalty and enforcement provisions, all under certain terms and conditions.
