This enacted ordinance adds a hate-crimes chapter to the Philadelphia Code. It defines certain offenses as hate crimes when they are motivated by hatred toward a person’s actual or perceived sexual orientation, gender or gender identity, or disability, and allows penalties of up to 90 days in prison and a $2,000 fine.

Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," to add a new Chapter 10-2100, entitled "Hate Crimes," to provide for additional penalties for criminal conduct motivated by hatred toward certain characteristics of other persons, under certain terms and conditions.
