The enacted measure adds requirements for Philadelphia junk dealers. They must provide receipts and keep transaction records for at least two years, obtain proof that sellers lawfully own or may sell certain materials—including HVAC components, utility covers, traffic signs, catalytic converters, and construction equipment—and pay for those items only by check.

Amending Section 9-613 of The Philadelphia Code, entitled "Junk Dealers," to establish additional requirements in connection with engaging in the business of a junk dealer, all under certain terms and conditions.
