Enacted legislation changes the zoning designations for land bounded by South Street, 15th Street, Kater Street, and 16th Street and establishes the area as the South Street West section of the Center City overlay district. For CMX-3 lots in that area, it changes certain parking, loading, aisle-width, and lot-coverage rules, affecting property owners and proposed development there.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by South Street, 15th Street, Kater Street, and 16th Street, by amending Section 14-500 of the Zoning Code, entitled "Overlay Zoning Districts," under certain terms and conditions.
