The enacted bill provided for Philadelphia voters to consider a Home Rule Charter amendment in a May 19, 2015 special election. The proposed amendment would establish an independent Commission on Universal Pre-Kindergarten to recommend a plan for providing high-quality pre-kindergarten to three- and four-year-olds without taking funding from existing education programs, and the bill set the ballot wording and election-notice requirements.
Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to The Philadelphia Home Rule Charter establishing and defining the responsibilities of an independent Commission on Universal Pre-Kindergarten; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
