The enacted bill revises Philadelphia license fees for rental properties and vacant lots, buildings, and waterfront structures. It sets rental licenses at $50 per dwelling or rooming unit, with a maximum of $20,000 per dwelling; exempts an owner-occupied unit in a one- or two-family home; caps annual fees for agencies providing low-cost or public housing at $250,000; and sets vacant-property licenses at $300. An owner must obtain a license and pay the fee within 10 days after moving out of an exempt unit, and the ordinance takes effect when Bill No. 140856 takes effect.

Amending Subcode "A" of Title 4 of The Philadelphia Code, entitled "The Philadelphia Administrative Code," as it has been amended by Bill No. 140856, by amending Chapter 9, entitled "Fees," by revising the fees for licenses issued under Chapter 9-3900 of The Philadelphia Code, entitled "Property Licenses and Owner Accountability," under certain terms and conditions.
