The enacted ordinance changes Philadelphia’s Economic Opportunity Plan requirements for covered projects or contracts receiving more than $250,000 in financial assistance. These plans must acknowledge the First Source Jobs Policy and include proof that the recipient has entered into, or committed to enter into, a required First Source Employment Agreement; violations may result in penalties.
Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans", to require that certain Economic Opportunity Plans incorporate the requirements of the First Source Jobs Policy contained in Chapter 17-2000 of The Philadelphia Code; all under certain terms and conditions.
