This enacted ordinance changes the approval rules for urban experiential displays, requiring City Planning Commission review and an Art Commission recommendation and approval before a zoning permit can be issued. Applicants must also enter an agreement to contribute at least $125,000 per display each year, with increases of at least 4% annually, for grants supporting nearby public improvements; the ordinance also requires approval from PennDOT or, when PennDOT lacks jurisdiction, a Department of Streets safety determination.

Amending Section 14-517 of The Philadelphia Code, entitled "/UED Urban Experiential Display Overlay Control District," to provide for further regulations regarding urban experiential displays, under certain terms and conditions.
