The enacted ordinance established the Mayfair Business Improvement District along part of Frankford Avenue and nearby intersecting streets, and designated Mayfair Business Improvement District, Inc. to manage it under an approved improvement plan. It authorized special assessment fees on property owners within the district to fund the plan and set the district to end on December 31, 2020 unless City Council reenacted the ordinance to continue it.
