The ordinance changes how Philadelphia’s Board of Surveyors approves plans that relocate curblines, adjust roadway widths, or make minor street-grade changes during full or partial street reconstruction. These changes may support traffic or pedestrian movement, accessibility, the Complete Streets Policy, drainage, or stormwater management, and must be reviewed by the Department of Streets and the City Planning Commission while maintaining traffic safety, sidewalk space, and existing houselines; private parties may also be required to maintain affected paving and notify other affected property owners.

Amending Section 11-301 of The Philadelphia Code, entitled "Street Improvements," to revise the method by which the Board of Surveyors may approve supplemental plans relocating the curblines and changing the roadway widths of streets, and to expand the purposes for and circumstances under which such changes may be made, all under certain terms and conditions.
