This enacted ordinance requires permits for block parties and other events that close Philadelphia streets, with applications generally due at least six weeks in advance and support petitions from 75% of households for block parties or 90% for other events. It also sets rules for access, alcohol and games, trash cleanup, and street reopening, and provides a permit-fee refund when the city revokes a permit through no fault of the applicant.

Amending Title 11 of The Philadelphia Code, entitled "Streets," by adding a new Section establishing requirements for block parties and non-block party events, providing for permit fee refunds under specified circumstances and adding definitions, all under certain terms and conditions.
