The enacted ordinance changes Philadelphia’s sulfur-content requirements for commercial fuel oil, including limits for different grades and rules for controlling sulfur dioxide emissions. It allows certain No. 2 fuel oil stored by consumers before July 1, 2015 to be used under specific conditions, while giving the Department authority to approve extensions; fuel merchants and distributors cannot use or resell fuel covered by that exemption.

Amending Section 3-207 of The Philadelphia Code, entitled "Sale of Fuel Oil," by modifying certain requirements for commercial fuel oil content, all under certain terms and conditions.
