The enacted ordinance changes Philadelphia’s rules for water and sewer system breakages. It authorizes the City to pay property damage claims for qualifying breaks, sets procedures for filing and reviewing claims, and directs the Water Department to establish rules for emergency response, inspections, utility coordination, claim processing, and temporary lodging for property owners who must relocate because of water-main damage.

Amending Chapter 13-800 of The Philadelphia Code, entitled "Damages From Breakage," by providing for certain duties and responsibilities of the Water Department in the event of water main breaks and providing for certain rights and protections to property-owners affected by such water main breaks, all under certain terms and conditions.
