The pocket-vetoed bill would have changed Philadelphia’s zoning rules for properties on both sides of Rittenhouse Square between 20th and 21st Streets. It would have prohibited group living, except for personal care homes governed by the existing zoning, and would have barred non-owner-occupied housing rented only to students or marketed as student housing.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by adding a new subsection, entitled "Rittenhouse Square Residential Area," and making related changes, all under certain terms and conditions.
