The enacted measure amended Philadelphia’s Property Maintenance Code to set requirements for inspections of large vacant commercial and industrial properties. It allows owners to give the City consent to enter for inspections and enforcement, and permits the City to take steps—including seeking an administrative warrant—when access is not otherwise provided; it also requires certain owners to post a bond or other security for vacant-structure license approval or renewal.

Amending Title 4 "The Philadelphia Building Construction and Occupancy Code," by amending Subcode "PM" (The Philadelphia Property Maintenance Code) of The Philadelphia Code, by adding a section requiring vacant property owners to allow access for City inspections upon reasonable notice; all under certain terms and conditions.
