This enacted ordinance establishes a City wage theft coordinator to receive and decide complaints about unpaid wages in Philadelphia, generally involving claims between $100 and $10,000. It sets procedures and penalties for employers, protects workers from retaliation, requires wage-theft notices, allows workers or authorized organizations to sue, and can affect business licenses or permits after certain wage-theft findings.

Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by creating a wage theft coordinator for the City and adding definitions, duties, penalties, fees, procedural requirements, a private right of action and other related items regarding wage theft ; all under certain terms and conditions.
