The enacted ordinance changes Philadelphia zoning rules to allow certain buildings in RM-1, CMX-2, and CMX-2.5 districts to use a minimum of 360 square feet of lot area per dwelling unit when they meet specific green-roof requirements. The roof must cover at least 60% of the rooftop, meet Water Department standards, be maintained for the life of the building under a recorded deed restriction, and be available for city inspection; the building must also involve at least 5,000 square feet of earth disturbance.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by providing special density rules for buildings with a green roof, under certain terms and conditions.
