The enacted ordinance adds safety rules for self-propelled mobility devices such as hoverboards and one-wheeled electric transporters. Children under 12 must wear a qualifying helmet, knee pads, elbow pads, and wrist guards, with a religious exception to the helmet requirement; violations can result in civil penalties of up to $300, and a parent or responsible adult may be liable for the fine.

Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to provide requirements regarding the safe operation of self-propelled mobility devices and to provide for enforcement and penalties, all under certain terms and conditions.
