The enacted law creates a tax-relief program for new Philadelphia businesses certified as sustainable by the Mayor’s Office of Sustainability. Qualifying businesses can pay a zero percent business income and receipts tax for their first three qualifying years, if they apply and meet conditions including having at least two non-family full-time employees working in Philadelphia; the program limits the number of certified businesses in each tax year.
Amending Title 19 of The Philadelphia Code, entitled "Finance, Taxes and Collections," by adding a new Chapter 19-4100, entitled "New Sustainable Businesses," to reduce the tax burden on new sustainable businesses; all under certain terms and conditions.
