This enacted ordinance amended Philadelphia rules so certain building, business, zoning, and use-registration licenses and permits cannot be issued or renewed to an applicant who is delinquent on specified City or School District taxes, fees, charges, rents, claims, penalties, or business-related fines. Applicants can qualify by following an approved payment agreement and providing a tax clearance certificate; limited waivers are allowed when a permit is immediately needed to correct a code violation and protect public safety.

Amending various provisions of The Philadelphia Code, including in Title 4 ("The Philadelphia Building Construction and Occupancy Code"), Title 9 ("Regulation of Businesses, Trades and Professions") and Title 14 ("Zoning and Planning"), to preclude issuance of certain licenses and permits to any applicant who is delinquent in payments owed to the City, all under certain terms and conditions.
