The enacted ordinance amended Philadelphia’s minimum-compensation rules for covered employees under the Philadelphia 21st Century Minimum Wage Standard. It requires covered employers to pay at least the higher of 150% of the federal minimum wage or $12 per hour, adjusted annually for inflation, with the wage not falling below the previous year’s level; it applies to contracts and renewals entered into 45 or more days after the ordinance became law.

Amending Section 17-1305 of The Philadelphia Code, entitled "Compensation Required to be Paid to Employees," to revise the compensation and benefits required to be provided in connection with application of the Philadelphia 21st Century Minimum Wage Standard, all under certain terms and conditions.
