The enacted bill changes Philadelphia’s building code requirements for construction and demolition permits. Permits generally expire if work does not begin within six months of issuance or is stopped or abandoned for six months; the permit holder may request one written extension of up to six months, with exceptions for certain zoning, use-registration, and imminently dangerous or unsafe-structure permits.

Amending Title 4 (The Philadelphia Building Construction and Occupancy Code), Subcode "A" (The Philadelphia Administrative Code), of The Philadelphia Code, by revising requirements relating to construction and demolition projects, including the expiration of permits; all under certain terms and conditions.
