The enacted ordinance adds rules for disorderly conduct in public places, including fighting or threatening behavior, unreasonable noise, public drunkenness, certain obscene conduct, and intentionally or recklessly blocking sidewalks or other public passages. It also allows authorized enforcers to order groups to disperse in certain situations and sets a $100 fine for violations, with ticket procedures specified in the ordinance.

Amending Chapter 10-600 of The Philadelphia Code, entitled "Public Places - Prohibited Conduct," by adding a new Section 10-615, entitled "Disorderly Conduct and Related Offenses," to prohibit certain types of disorderly public conduct and to provide for penalties, all under certain terms and conditions.
