The enacted ordinance changes Philadelphia’s requirements for approving preliminary subdivision plats. It requires approval of any needed City plan change by ordinance, requires the Water Department to approve the proposed stormwater management method before approval, and sets procedures for review by the Planning and Streets Departments.
