This enacted ordinance authorizes John Rybas of S. 17th Street LLC to construct, own, and maintain 42-inch metal railings around open egress wells at 1002–1016 S. 17th Street. The railings may extend up to three feet into the west sidewalk, while specified portions of the walkway must remain clear; the owner must obtain required permits and meet the City’s insurance, maintenance, removal, and other conditions.
