The enacted ordinance requires certain educational buildings owned or operated by entities receiving substantial City funding to have water quality certified before receiving a special certificate of inspection and being occupied. Testing must occur within the previous five years; water outlets with lead levels of 10 parts per billion or more must be taken out of service within 24 hours, and the building owner must post the latest water testing results online. The requirements apply to special inspection certificates needed on or after August 1, 2017.
Amending Section A-703.1 of Title 4 of The Philadelphia Code, entitled "Special Certificate of Inspection," to require certification of water quality as a condition of occupancy for certain buildings used for education, all under certain terms and conditions.
