The enacted law changes Philadelphia’s contracting rules for contracts that are not awarded through competitive bidding. Before such a contract is executed, the City must post on its official website the names of all applicants, the selected applicant, the reasons for the decision, and related opportunity documents; the information must remain online for at least five years and be filed with specified City officials and offices.
Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by revising and improving the City's contracting and procurement process, including by providing for certain notices to be posted by the City relating to contracting decisions, all under certain terms and conditions.
