This enacted measure requires an illegally parked vehicle on private property, in a private parking lot, or in or near a driveway to receive a ticket from police or another law enforcement authority before it can be towed. Vehicles on hospital premises may be towed or relocated without a ticket if a designated hospital employee completes and posts a form with information about the vehicle and tow request.

Amending Section 9-605 of The Philadelphia Code, entitled "Towing," by adding a requirement that an illegally parked vehicle be ticketed prior to its towing from a private parking lot, private property, or driveway, except for hospital premises, under certain terms and conditions.
