The enacted ordinance adds a group of specified Philadelphia parcels to an Additional Keystone Opportunity Expansion Zone under the city code. The tax benefits for businesses and residents in those parcels—including possible exemptions, abatements, or credits for certain state and local taxes—take effect only if the Pennsylvania Department of Community and Economic Development approves the zone and apply only for the period and boundaries approved by the Commonwealth.
Amending Chapter 19-3200 of The Philadelphia Code, entitled "Keystone Opportunity Zone, Economic Development District, and Strategic Development Area," by providing for additional Keystone Opportunity Expansion Zones, under certain terms and conditions.
