This enacted ordinance amends Philadelphia’s rules for building service contracts to require covered building service employees—such as cleaners, guards, janitors, maintenance workers, and others—to receive prevailing wages and working conditions. It applies to certain employees working at large commercial, residential, institutional, and public properties connected to City leases, financial assistance, or property sales, with specified exemptions and exclusions.

Amending Section 17-107 of The Philadelphia Code, entitled "Contractors: Labor-Management Relationships," to provide that building service employees performing labor under certain building service contracts, receive the prevailing wage and prevailing working conditions; and to provide for certain exemptions or exclusions, all under certain terms and conditions.
