This enacted ordinance amends Philadelphia’s rules for vacant and surplus properties. Deeds for these properties must include an irrevocable power of attorney allowing the grantor to enter and take possession if the buyer fails to meet required conditions, which include following the city’s land-use plan and completing rehabilitation or improvements within one year unless an extension is approved.
