The enacted ordinance changes the composition of Philadelphia’s Civic Design Review Committee, adding seats for professionals such as a sustainability specialist and landscape architect, as well as representatives of affected community organizations and, at the district councilperson’s discretion, a designee. It also sets review criteria for development proposals, focusing on effects on streets, sidewalks, parks, open spaces, walkability, public use, light and air, neighborhood transitions, and environmental sustainability; it took effect January 1, 2017.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Chapter 14-300, entitled "Administration and Procedures," by changing the composition of the Civic Design Review Committee and adding additional criteria for review, all under certain terms and conditions.
