This enacted ordinance amends Philadelphia’s eligibility rules for certain non-competitively bid contracts and financial assistance. For contracts awarded under the Home Rule Charter’s proposed “best value” provisions that previously would have required selection of the lowest responsible bidder, the eligibility rules would not apply to contributions made before June 1, 2017; the ordinance takes effect upon adoption of the related Home Rule Charter amendment.

Amending Section 17-1404 of The Philadelphia Code, entitled "Eligibility for Non-Competitively Bid Contracts and Financial Assistance," to provide for requirements relating to contracts awarded pursuant to the proposed best value provisions of the Home Rule Charter, under certain terms and conditions.
