City Council adopted a resolution proposing an amendment to the Philadelphia Home Rule Charter that would allow certain City contracts to be awarded based on the best value to the City, rather than only to the lowest responsible bidder. It would also allow certain concessions on City property to go to the bidder offering the best value, under rules and criteria set by the Procurement Department, and would submit the proposed amendment to Philadelphia voters.

Proposing an amendment to The Philadelphia Home Rule Charter to provide for the award of certain contracts based on best value to the City, under certain terms and conditions; and providing for the submission of the amendment to the electors of Philadelphia.
