This enacted legislation amends Philadelphia’s building code to add and revise requirements for demolishing buildings and structures. It requires more detailed safety and site plans for many demolitions, sets special inspection requirements for certain projects, and generally requires nearby sidewalks and traffic lanes to be closed during demolition unless public safety can be adequately protected; these rules affect property owners, demolition contractors, neighboring properties, and pedestrians.

Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by amending Subcode "A" ("The Philadelphia Administrative Code") and Subcode "B" ("The Philadelphia Building Code") to add and revise certain provisions relating to the demolition of buildings and structures, all under certain terms and conditions.
