The adopted resolution proposes amending Philadelphia’s Home Rule Charter to create a 21-member Philadelphia Community Reinvestment Commission, with members representing city officials, banks, foundations, educational and medical institutions, community development groups, businesses, and labor organizations. The commission would recommend coordinated public, private, and philanthropic investment strategies to the Mayor and City Council and would submit an annual report; the proposed amendment would be submitted to Philadelphia voters.

Proposing an amendment to The Philadelphia Home Rule Charter to provide for the creation, appointment, powers and duties of a Philadelphia Community Reinvestment Commission; and providing for the submission of the amendment to the electors of Philadelphia.
