This enacted measure amended Philadelphia’s rules on ethnic intimidation and institutional vandalism. It clarified that damaging property at certain covered facilities—including individual headstones, grave markers, or gravesites—can count as institutional vandalism, made each act a separate violation, and set monetary fines plus up to 30 days of imprisonment after a third successive violation.
Amending Chapter 10-200 of The Philadelphia Code, entitled "Ethnic Intimidation and Institutional Vandalism," to clarify and revise its scope and related penalties, all under certain terms and conditions.
