Granting permission to Stephen Ngo, owner and operator of Royal Tea Food Truck located in the right-of-way on the north side of Norris Street between 13th Street and Broad Street, to install, use and maintain certain electrical wires, conduits and appurtenances in, under and over the right-of-way on the north side of Norris Street between 13th Street and Broad Street, for the purpose of supplying electricity to said lunch truck, under certain terms and conditions.
